Council OKs fire station, culvert spending

ROGERS — Two items added late to the final City Council agenda amounted to more than $ 450, 000 in spending.
During Monday’s meeting, the council approved a contract with Scurlock Industries of Fayetteville to buy four culverts to redirect drainage along Arapaho Road.
Street superintendent Franke Guyll said the current 4-foot by 8-foot boxes at that location could pose a safety hazard.
“ I can see a kid getting into that thing, ” he said.
The culverts are currently about a quarter-mile long, Guyll said.
Mayor Steve Womack said the city was considering placing grates over the ends of the culverts, but instead, the city will extend them 1, 290 feet to the nearest drainage basin, which he said would also alleviate the danger.
The cost for the project would be $ 281, 220, Guyll said.
The council also approved up to $ 170, 000 to speed up work on the Fire Station No. 5 restoration.
With winter weather approaching, the city staff was concerned about possible delays in the concrete work. Womack said Clinard Construction Management, the company chosen to rebuild the fire station, is still up to four weeks from giving the city a guaranteed maximum price for the project, but by then, the city may have missed its window to pour concrete before the weather turns cold.
Rogers Fire Station No. 5 has been closed since August, after attempts to fix leaks revealed water had saturated the walls, with rust making the structure unsound, and mold and mildew making the building a potential hazard to the firefighters inside.
The portion of the firestation work being pushed forward, assuming that the council approves the measure tonight, will include raising the concrete bay area and making drainage improvements and alterations to the building’s entrance and exit.
The council also approved the following items:
• An ordinance authorizing a change order in the contract with Mobley Construction of Springdale for the Horsebarn Road Project;
• An ordinance authorizing a change order with FTN Associates, LTD, of Little Rock and CEI Engineering and Associates of Bentonville for additional work associated with the hydrologic study along Blossom Way Creek;
• A resolution authorizing the mayor and city clerk to convey certain real property via a quit-claim deed to Horsebarn Partners, LLC; and
• A resolution in support of Main Street Rogers’ application for Preserve America designation.
