AVOCA - Amy Spivey would love to have the boat dock, cabin and surrounding property left to her and her extended family, but hard economic times have led her to try and make the property into a community center.

Spivey went before the Benton County Planning Board Technical Advisory Committee on Wednesday night to discuss previously submitted large-scale-development plans for the Whispering Woods Community Center, 10142 Coose Bay Blvd. in Avoca.

The property includes lots that Spivey plans to sell as vacation properties.

Plans include a cabin, a basketball court and a sand volleyball court, but the improvements have already been made.

Planning Board member Mark Curtis asked why the improvements had already been made without any approval.

Spivey said the improvements had been made over the past three years.

"I would rather build myself a home or continue to use it for my family, but I don't think I have to tell you about the economic situation these days," Spivey said.

Spivey said she will return to the board at a future date with updated plans for the site.
