Rogers Planning Commission mulling new commercial center

Rogers — A yes vote Tuesday night by the Rogers Planning Commission could pave the way for another commercial center in the Pinnacle Hills area.
Pinnacle Investments will present a planned-unit-development concept plan, detailing a proposal for the 63-acre site. The plan includes office buildings, a retail center, restaurants, a hotel and conference center, two parking garages, a performing arts center and a Wal-Mart Neighborhood Market.
The property is located west of Interstate 540, adjacent to the new Pauline Whitaker Parkway and the Manor Subdivision.
Senior Planner Derrel Smith said that, if approved, the concept plan will be binding, even if the property is sold. The Planning Commission could approve minor changes if requested, but to make any major changes, the developer must begin the process anew.
Assistant city planner Candy Anderson said Pinnacle Investments has already held meetings with its future neighbors. Based on those meetings, it has committed to several adjustments, including limiting building height along the residential areas, providing a 40-foot-wide buffer on the south side of the property, and installing certain lighting fixtures, she said.
If the concept plan is approved, the developer must return to the commission, then the City Council, to change the zoning on the property, which is currently A-1 (agricultural ).
The commission is also set to discuss:
• The final plat for Walnut Creek on the north side of West Oak Street and south of Scottsdale Phase 6 in the C-2 (Highway Commercial ) and R-O (Residential Office ) zoning district;
• A large-scale development plan for a Habitat for Humanity office / warehouse on the south side of Commons Drive and east of North 13 th Street in the I-1 (Light Industrial ) zoning district;
• A final plat for Edgewater Subdivision, north of Arkansas Highway 12 and the east side of Village Road in Benton County;
• A request for additional outdoor display for Rogers Outdoor Sports at 2115 W. Walnut in the C-2 zoning district;
• A request by Thornhart Ventures for consideration of a PUD (planned unit development ) concept plan for Twin Bridges containing approximately 21. 91 acres. The site is located at 5723 Stoneybrook Road in the A-1 zoning district;
• A preliminary plat for Lancaster Subdivision on the south side of Pleasant Grove Road in the R-SF (Residential Single-Family ) zoning district.
