Governor’s appointments

Gov. Mike Beebe has appointed former Arkansas Chief Justice W. H. “Dub” Arnold of Benton to the State Board of Barber Examiners, the governor’s office said Monday.

Arnold, who replaces Billy French, was appointed for a term expiring June 30, 2014.

“I’ve got a lot of friends on the board, it’s an opportunity to help them in their business,” Arnold said.

He was elected to Position 1, the chief justice position on the court, in 1996 to fill the unexpired term of former Chief Justice Jack Holt Jr. Arnold was unopposed in his 2000 bid for election to a full eight-year term on the state’s highest court.

Arnold resigned from the court Jan. 1, 2004, to return to law practice.

Also appointed by Beebe to the board was Doyle Wallace of Bald Knob, also for a term expiring June 30, 2014. He replaces Don Carter.

Among other things, the board prescribes sanitary requirements for barber shops and barber schools, subject to the approval of the State Board of Health.

Other appointments by the governor announced Monday:

Sen. Jim Argue, D-Little Rock, to the Southern Regional Education Board for a term expiring June 30, 2012, replacing Sen. Gilbert Baker, R-Conway.

Stephen Foti, Little Rock, reappointed to the Department of Human Services State Institutional System Board for a term expiring June 30, 2015.

John Jackson, Pocahontas, to the Black River Technical College Board of Trustees for a term expiring July 1, 2015, replacing Joe Wessell.

Georgia Annett Pagan, Little Rock, to the Governor’s Commission on Global Warming for a term expiring Dec. 31, 2009, replacing Pearlie Reed.

Janice Vaughn, North Little Rock, to the Arkansas School for the Blind and Arkansas School for the Deaf Board of Trustees for a term expiring Jan. 14, 2009, replacing Brett Ketchum.

Paul Weaver, Violet Hill, to the Ozarka Technical College Board of Trustees for a term expiring July 1, 2015, replacing George Thomas.

To the Arkansas State Board of Massage Therapy for terms expiring June 7, 2011: Jimmy Fields, Benton, reappointed; and Jean Lee, Bono, replacing Alma Gipson.

To the State Board of Workforce Education and Career Opportunities: Justin Mitchell, Little Rock, for a term expiring June 30, 2011, replacing Robert McClanahan; and Richard Smith, Tillar, reappointed, for a term expiring June 30, 2015.

Reappointed, except where noted, to the Arkansas Arts Advisory Council for terms expiring June 30, 2012: Dr. Patricia Cox, Searcy, replacing Brenda Casteel; Dr. Dennis Holsclaw, Arkadelphia, replacing Ken Futterer; Donna Young, Van Buren; Debbie Shea, Dumas; Anne Douglas, Texarkana.

Beebe also made these reappointments, except where noted, to these promotion boards for terms expiring June 30, 2010:

To the Arkansas Catfish Promotion Board: Jeff Baxter, Watson; Wayne Branton, Wilmot, replacing Carl Jeffers; Steve Kueter, Paragould; Joey Lowery, Newport.

To the Arkansas Rice Research and Promotion Board: Joe Christian, Jonesboro; Jerry Hoskyn, Stuttgart; Bryan Moery, Wynne; Roger Pohlner, Fisher.

To the Arkansas Soybean Promotion Board: Jim Carroll III, Brinkley; Dennis Haigwood, Newport; F. H. Lyons, Jr., Little Rock; Andrew Oliver, Marion.

To the Arkansas Wheat Promotion Board: Terry Dabbs, Stuttgart; Danny Smith, Carlisle; Tim Smith, Clarendon; William “Bart” Turner, Marion.

The governor also made two appointments to local bodies:

All Promotion Board appointments expire June 30, 2010, and are reappointments unless otherwise noted.

Jobe Dillard, Texarkana, as Miller County Constable, District 3, for a term expiring Dec. 31.
